Test Management as Code (TMaC): Is This the Next Shift After Everything as Code?

We already have Infrastructure as Code.Config as Code. Policy as Code.Even Security as Code.So why is test management still stuck in spreadsheets and external tools? What if test plans, traceability, risk mapping, and coverage were defined version controlled like code?
